Waterfront Alliance released a Request for Proposals (RFP) seeking professional engineering, planning, and landscape architecture services to develop a clear set of goals and strategies, concept designs, and an implementation roadmap for climate resilience planning along Coney Island Creek.

The RFP for $400,000 will be used to fund a design consultant to lead planning and design services.

Waterfront Alliance, in partnership with Coney Island Beautification Project, NYC Parks, and NYC Department of Environmental Protection, is seeking professional engineering, planning, and landscape architecture services to develop a clear set of goals and strategies, concept designs, and an implementation roadmap for climate resilience planning along Coney Island Creek. The effort is funded by the National Fish and Wildlife Foundation.

To-date, the public and nonprofit sector have conducted multiple valuable planning studies in Coney Island. With the support of the selected consultant and in collaboration with the partners listed above, Waterfront Alliance will combine and coalesce these into a roadmap for the neighborhood that is a natural extension of these plans. This project will specifically link the U.S. Army Corps of Engineers’ (USACE) New York-New Jersey Harbor and Tributaries Study (HATS), NYC Department of Environmental Protection’s (NYC DEP) upcoming comprehensive coastal resilience plan, Coney Island Beautification Project’s (CIBP) community resilience planning initiative, and a previous Coney Island Creek Resilience Study developed by the NYC Economic Development Corporation (NYCEDC).

The outcomes of this project will be:  

• Goals and Strategies: A clear set of goals informed by community and agency input, with related evaluation criteria and a toolkit of design strategies with Coney Island specific considerations and guidance.   

• Concept Designs: A set of concept designs (or design alternatives) for a first phase or pilot project for flood adaptation and resilience along the creek that enhances or provides alternatives to the current HATS proposal (seawalls and floodwalls) to achieve the best potential outcome relative to established goals and provide ecological and community benefits beyond flood risk reduction.  

• Implementation Roadmap: A detailed plan with technical guidance and illustration for climate adaptation, ecological enhancement, and community access for future shoreline projects and infrastructure along Coney Island Creek. Elements will serve as internal guidance for city agencies, a tool for public engagement, prioritization approach, and a model for citywide holistic coastal design and planning.  

This represents the focus area for this project which includes the publicly owned parcels along Coney Island Creek to the west of W 23rd Street including Kaiser Park and Coney Island Creek Park.
